Due to the fact that the Nepali Congress leader, Ramchandra Poudel, was elected President from constituency 1 in the last representative assembly election, Ram Sahay Prasad Yadav from Jaspur was elected Vice President from constituency 2, and Ravi Lamichhane, the president of the Rashtriya Swatantra Party, was relieved of his parliamentary seat due to a citizenship controversy, a by-election was necessary in that region.
Since there are vacant seats that need to be filled by a by-election, the Election Commission has been tasked with holding the by-elections according to the legal provisions.
